The PLEX and AUR systems are sort of bottlenecks by skill development, But they are still P2W. Sure they keep things fair for a little while, since you can have a shitload of money and a fancy buttocks ship but not be able to fit anything useful in it because you're not cap steady, or your firearms are too weak. But after you're proficient up, what's to prevent you from purchasing the most expensive ships and fittings with money instantly? I've never liked the notion of PLEX, it had been supposed to assist with the RMT, but they are still available in ridiculous numbers, nevertheless selling Isk and whatever else you want.

I really don't get RMT. Isn't there a higher risk of getting your account banned even as a buyer?
